Egniol appointed to develop contractor management procedures for a major North Wales Educational Institution

The successful management of contractors can deliver significant safety, health and economic benefits together with appropriate legal compliance. Choosing the right contractor for a project is probably the most important step in this process and, for construction related projects, the Construction (Design and Management) Regulations 2007 set very specific competence standards required of contractors. Additionally, under these Regulations, clients have other specific responsibilities over and above contractor selection.

Egniol Environmental have recently developed the ‘Managing Contractors’ procedures for the Estates & Facilities Department of a major University in North Wales. These procedures encompass the management of contractors from the project planning stage, through to project completion, including:

• Contractor selection procedures including health and safety competence assessments and maintaining a ‘preferred contractor’ list.
• Planning the Contractor’s work within a busy and restricted environment, including identifying the risks involved and relevant control measures.
• Control of contractors on site during their work – agreeing safe working methods, maintaining regular contact throughout work in progress.
• Contractor monitoring procedures i.e. a proactive approach to ensure agreed working methods are being carried out.
• Review process of contractors’ performance at the end of the project

Egniol’s approach in developing these procedures was to work very closely with key University personnel to ensure efficient and effective consultation, resulting in the production of practical procedures which closely follow best practice guidelines and were relevant to the requirements of this particular Institution. Involvement of key University personnel throughout this process resulted in a high degree of ownership and ‘buy-in’ to the finalized procedures; this was extremely important to ensure ongoing compliance with the systems and procedures that were developed on behalf of our Client.
